You need to convert each part of an image to a symbol (shortcut - F8) to make drawing easier. See the example of the lady above here. In this drawing I made seperate symbols for the eye lashes, eye lids etc.

Tool Tips

To move a key frame - click and release mouse. Click again and drag. You must release and cannot do this action as one move.

Motion Tween -you cannot Motion tween a shape. You must convert to a group or use symbols.
Motion Tween - you can only Motion tween one object for each layer

Shape tween - can only shape tween a shape! Can change more than one object on one layer
